New stamp prices from 1 July
PostNL forced to adjust prices
The Hague, the Netherlands, 13 May 2025 – From 1 July 2025, PostNL will raise its domestic stamp price to €1.31. This is inevitable in the face of declining mail volumes and rising costs, with mail delivery now costing more than it brings in. A political decision about a future-proof Postal Act has yet to be made.
Maurice Unck, PostNL’s Director of Mail in the Netherlands, said: “We have the privilege and legal duty to deliver mail throughout the Netherlands. A duty that is increasingly under pressure, as less and less mail is being sent while costs continue to rise. And yet, you’ll find mail deliverers in every street in the Netherlands five days a week. That’s our legal duty, but it’s labour-intensive and costly. What’s more, the practice no longer reflects the changing needs of both consumers and business users sending mail.”
Accessible and reliable mail that moves with the times
“We’ve put in place any and all network adjustments we’re able to under the law as it currently stands, but these are not enough to mitigate cost increases. Hence our ongoing discussions with this country’s politicians about adjusting the Postal Act,” Unck observed. “We understand that no-one wants to pay more, but these new prices are inevitable. On average, Dutch households send six letters a year, so are looking at €0.60 extra a year. This makes it one of the necessary steps to keep mail accessible and reliable for everyone going forward.”

A law that works for all
PostNL is looking to future-proof the postal service and ensure it better reflects what consumers want and how the market develops. That’s why last year it asked the government to change the 2009 Postal Act. Many postal companies across Europe, with which PostNL also competes in the e-commerce market, are already governed by USO rules that allow for delivery within two or more days. In the Netherlands, by contrast, the standard currently specifies delivery within 24 hours, whereas surveys have shown consumers to be fine with longer delivery times. In fact, two days is now the standard for business users.
Under an updated Postal Act, PostNL would be able to continue to offer a reliable postal service for everyone in the Netherlands.
